Number of parking spaces for the handicapped

I work for the city of los angeles. There are more handicapped people trying to park than there is spaces in our building. I have spoken several times to the people in our parking office and they said they have meet the quota for the number of spaces the state of california says they must provide. But it does not make any sense..they have met a quota but there are handicapped people who need spaces and they refuse to acccomdate them. What is the law regarding this? Also how can i file a complaint against my employer if they are wrong and do indeed need to provide us with more spaces.

He only has to provide by what the city or state code requires by law your only recourse is to get there early

Well this is not the answer I was looking for but what you said is EXACTLY what the Parking Office responded to me!! Ok Thanks Jim, I guess I will get there earlier than usual and God forbid I have to take my car out during the day and then try to park again when I return!!
LOL...well at least I got my laugh for the day!!

Here is one for you i have seen people use the emergency red cones to protect their spot at least until they get stolen

...wait a minute now.....Jim, do you work for LADWP? Cuz that is what people are doing to try and save their spots! I did it myself once and it worked but the second time I tried it I got busted by building security and got a good slap on the wrist. Be honest now, are you one of my co-workers?!
I just looked at your pix again and you do kind of look like a gentleman that rides up the elevator with me sometimes...........lol.....! Hey maybe the people you saw using the red cone was myself and some friends trying to leave for 30 minutes to grab a bite to eat ....lol.
