Oxgen acetelene tank storage rule

From what I learned in welding school acetylene tanks should always be kept on end and not placed or stored on the horizontal. Oxygen can be stored or transported laying down though. Valves should be covered when transporting or storing live tanks.Tanks should be shut off after using and the regulators bled down to zero and then shut off.
