Residential handicapped parking

Can anyone with a handicapped decal park in an assigned residential handicapped parking space?

If it is marked as handicapped it would be easily mistaken for a normal handicap space the property owner needs to add an additional sign under the handicap sign denoting that it is an assigned space and violators will be towed at their expense in our state the sign is red and placed under the blue sign

Thank you so much. This answer addressed the problem I was having completely. No one else told me that the sign required red and blue markings.
