Vehicle Title Transfers

Is it necessary to put the notary stamp below BOTH the purchaser and seller section of the title? (There is not a whole lot of space on titles.)

You can just put it over them , it dont matter , ive seen my brother and son do this a lot f times, and they make titles out at the dealership , every day
