What can this be?

I have a "98 Plymouth Neon; lately I have noticed that the power steering seems to not work when I back up or move forward slowly. What can this be?

Your drive belt is loose or worn out, when in slow speed it will slip and you wont have as much pwer to your power steering pump , so get a new belt , or tighen up the old one,
