What causes gauge to indicate overcharging of batteries by alternator?

Tractor ran fine for most of the day. I noticed the electrical gauge began to show overcharging of the batteries on my tractor. Reducing rpms did not help. I even turned on the lights to reduce charge rate. (This only helped for a short time and then overcharging resumed.)

Sounds like your voltage regulator contact points are stuck or have bur on them, It's a black box wired between your battery and your alternator / generator ,you can take the cover off and run a piece of sand paper of a fine file through the points and try to clean them up or replace the voltage regulator
