What determines whether an auto should be registered in Florida?

I have a client who owns a home in Florida, he comes to Massachusetts to visit his children, he has two cars. The cars appear to live primarily in Florida but he has them registered and insured in Massachusetts. What are the requirements for registering an auto in Florida when the person isn't employed and doesn't have children? The residence appears to be in Florida however the person says he lives in both states, what determines residency?

Where ever he spends the most amount of time in , and he has so many days to get a new licnese, and plates for the home, state, so florida is the home state, he needs to get new driver lic,

I am a dual resident in florida and tennessee and i hold a car in both but my requirements are to spend no more then 6 months in either state so if he spends more then 6 months in one then he has to register the vehicle in that state
