What is the legal percentage of parking spaces per number of employees?

I work in a building that has over 350 employees but only have 14 handicapped parking spaces. This same building has 10 parking spaces designated for visitors. Needless to say, those spaces are taken and if a handicapped person parks in one fo the visitor slots that are almost always empty, the company threatens to have the cars towed. I have handicapped placard but there are others on crutches, one in a wheelchair that can never get a close park due to the time they arrive to work. Is the company in violation? If they are, what can we do about it?

Not knowing where you are from every state or town can have its own rules and regulations.
I would suggest calling the motor vehicle office in your area or your town hall for help.
