You can refinance a car anytime that you want. Something to be aware of though is that your credit takes a hit every time you apply for a loan, so apply at different banks all within 2 weeks to get the lowest rate and it will be lumped together.

You can refinance a car at any time. Make sure you do your homework and look around for the lowest possible rate. Now is a better time to refinance.
