Who has the right of way on a open road in Ky, a horse being led on a rope by a pedestrian or a legally licensed vehicle

I was driving down the road when I popped over a ridge to find a woman leading a horse on a rope in the middle of the road I had to brake hard to miss them, She claims she had as much right to be there as I did. I don`t think she should have been in the road at all. Please inform me if I`m right or wrong.

Yes in ky she has the right of way, because she was in front of you , and she can ride or lead a horse any where in the lane , but does not have the right to cross the center line or the yellow line at any time, she has the same rights as a cycle or bike rider! a pedestrian, seems like here in ky to have the right away all the time which is not right, but its the law!
