Who In wells fargo bank takes complaints

To make it short I borrowed 28,000 to buy a car from local Wells Fargo branch bank. They wired payment to sellers bank. I told my bank not to release the funds until I receive the vehicle. Three days after the wire was sent my bank wells fargo called me and asked if I would release the money I told them no because I have not received the vehicle yet. Fargo lender told me well you are going to have torelease the money so I said if thats the case Ok. Well needless to say I didnt get the car and since no car I asked wells Fargo to send a wire to the other bank and try to get my money back. Well they did and no response, so I asked Wells Fargo who they sent the wire to and what is the name of the bank and they cant even tell me. This was aover seas bank. What can I do Now and where in the chain in the wells fargo Bank can I send a complaint other than the local Wells fargo Branch. Thank You.
