Will you receive points for 9 miles per hour over limit?

My son received a speeding ticket for 80 in a 65, the ticket was reduced to 74 in a 65. I have been told that you would not get points for this. Is this correct? What about insurance, will it go up?

Here in ky, on an open excess road , like a county road or , smaller road , 74 mph gets 3 to 6 points, on a closed excess road , like interstate 75/ or 64, which is a closed excess road, 4 lane no points, up to 76 miles per hour, 26 miles over the speed limit they will take your lic, and it will count on you insurance, will raise it , because the ins, company will get the info, from the traffic, div, hope this helps
