I am a mother of 5 and have delt with this the baby is just trying to regulate her own body chemesty after having you hormones and such running thru her body as for the drying i highly recommend eucerin cream you can get it at any drug store very safe and you only need a little and in time her skin will find its balance
Actually two of my three children had this happen to them and it's called cradle cap(seborrheic dermatitis).for the scalp you can use mineral oil or vasiline to loosen the scales..usually the dr. will perscribe a special shampoo for you to use( a anti seborric dermatitis shampoo)he'll also perscribe a topical oitment for the rash.Try and keep the scalp dry ,if possible don't put hats on her.From what you're describing i believe thats what this is.You should definitally take her to the dr.HTH.
