Most of the time, grandparents need to hire family lawyers to set up visitation, especially if he is not able to see his son as you will have to prove you are not going behind their back so your son can see your grandson. Unfortunatly, grandparents don't have inherent rights like biological parents do. Talk to a family lawyer.

If the mother is being unreasonable, then you simply file for your own visitation rights. As a the grandparent you have the right to do that. However if your son is living with you the judge will not be so open minded to you having visits since he my not see his child until he shows up for court.
