If a woman has multiple partners during the time of conception can paternity be used in court?

I heard that if a woman has multiple partners or is married at the time of conception the paternity results can not be used intell the child is two years old in the state of Californa.

Nope. That is incorrect. If she has had multiple partners either the mother or the potential fathers can get a court ordered paternity test to determine paternity of the child which will determine rights, child support obligations and custody.
