Is it normal for babies to lick their tongues out or roll their tougues around

In their mouths? I have a 3 week old and she does this all the time.

My baby started sticking out her tongue and rolling it around as soon as she was born (and at 9-month STILL does it). Babies gain control of their bodies one part at a time starting with their mouth, then their heads, shoulders, arms, trunks then feet. Her mouth is what she is able to use at this age to explore her world; what it smells like, tastes like and feels like. So yes, sometimes it can look a little creepy but it's perfectly normal!
