What does it mean if one leg seems to move and react to stimulus more than the other?

My daughter will be 6 weeks old this thursday. She was admitted to the hospital at almost 3 weeks of age with what the doctor's described as intracranial hemmoraging. She had a cat scan almost 3 weeks ago that revealed a spot of blood (less than 1/8th of a milliliter) on her brain. the doctor's said that at her age, her body would reabsorb the blood; however, we were told to watch for any abnormalities that we noticed. She is also getting over a cold and has had extreme diaper rash. We were treating the diaper rash with desitin; however, our pediatrician prescribed hydrocortizone and nystatin topical powder to treat the diaper rash. It appears that after 3 days, it made the problem worse. We discontinued the prescription and went back to using the desitin with zinc oxide. She has been extremely fussy over the past several days to a week. her cries seem to be intense cries of pain or discomfort. we are closely monitoring her.

I've noticed what i've perceived to be something abnormal, but as a 1st time parent, i could be over reacting. Her left leg moves and she's able to extend it. Her right leg moves as well, but, i've noticed that she doesn't extend it; when changing her diaper or slightly tickling her feet, she normally extends both legs; but, now she only fully extends her left leg. The right leg will move, but she doesn't fully extend it. I was wondering if this was an indication of some developmental problem.
