In Indiana if you are 17 years of age, you must apply for your marriage license with both parents present. You will also need a premarital examination certificate (bride only and if under 50 yrs old)

As far as your other question on statutory rape. In indiana if a person over the age of 18 has sexual contact with a person as young as 14 but not older than 16 has committed a crime. Indiana views the age of sexual consent to be 16. So your boyfriend will not get into legal trouble for statutory rape.
