Some wool clothing can be 'blocked' by professional dry cleaners, though these professionals are hard to find.

When wool is spun, it is stretched. Water makes it shrink. However, it can be stretched out to its original size, but no more than that. What you need to do is restretch it yourself by pulling on it - GENTLY, but firmly. Do not just give it a yank. Work around the hem, neckline, sleeves, gently pulling it horizontally and vertically. It takes some patience, but it can be done. If you are too rough with it, you will end up with an ugly mis-shapen piece.
