At 18+ you can get married of your own free will.
At 16+ you can get married with your parents permission & signed consent form.
At 15 and under, you can get married with your parents permission & signed consent, but in addition you will need the signed consent of a judge. It is not common, but its not impossible. You will need to prove your case, and you will need to be 100% supported by him financially or you will never get permission. Assuming that he is also under 18, he will need parental permission as well. If he's not under 18, there is zero possibility of getting permission. You are below the age of consent, so the court considers this rape and will not allow it. In fact, if you even present the issue, you may be putting him at risk.
I would say the chances of you getting all of those things are extremely unlikely, but don't worry. If you love your boyfriend and know you're going to be with him forever, then you don't need to be married right now. Marriage is just a piece of paper, as long as you're together thats all that really matters.
