180 day rule

I am in payroll for a company - I received a garnishment order on an employee on that 10/19/2007 expiring in April 2008 - while honoring this one I received another one on the same employee and it is dated 10/29/2007. I put it in line to honor after the first. Ok, here is my question, On 4-23-08 I received a renewal on the first garnishment so I continued honoring it - now the creditor with the second garnishment is calling saying I should have started honoring their garnishment and put the other one back in line - that is why there is a 180 day rule - I am new at this - took over after another payroll person left - what should I have done in this case - quit honoring the first one and move the second one or continue with the first one like I did.
