Cost of living

I need to find out an average of cost of living increase for 2006 to 2007 and 2007 to 2008 for the Louisville Kentucky area.

I am trying to show this to management for my production staff evaluations.

4.% for 2006 thur 2007 and 2.6 % for 2007-2008, this is according to the gov.
