Does LA tax have to be withheld on the entire severance pay?

An individual worked for 2 cos. within a consolidated group for 20 yrs. He was let go and received severance based on the number of years worked in the group. He was employed in Louisiana at the time of termination, but did work in Florida for part of the 20 years. He moved to Florida immediately after termination and now lives there. He expects no state tax to be withheld from the severance pay.

Should LA tax be withheld from the entire amount?
Should there be an allocation of the severance between FL and LA and only withhold on the LA piece?
