Former tenant isse on obtaining refund on outstanding credit for CAM reconciliation payment

Hi,
I sold my spa business back in May, 2007 and recently received a letter from the property manager informing me there an outstanding credit ($782.47) that was being held in my former account for CAM reconciliation payment. The credit was transferred to the new tenant under the new lease.
A correspondent letter was sent to the new owner informing him of the matter; he needs to issue a check to me, then take the credit
against his base rent charge.
When I contacted the property manager to obtain a refund. He directed me to call the new owner instead, which I did. He denied knowing the situation. He did noticed there's a credit on his last month rent statement, but without any explanation. I'm now stuck with this unresolve issue. Please help advise what I should do n

Send him a written letter asking for payment. If he doesn't respond within 30 days take him to small claims court.
