How do I change my email address with Outlook?

I have outlook express 6 but I haven't used it in a long time. I am currently using a hotmail account but am very unsatisfied. I want to keep using my hotmail address but want to use the outlook program that I have. How do I do this? Also, my main dissatisfaction with hotmail is that I cannot attach files larger than 10 MB. Will Outlook allow larger files to be attached?
