I am confused on which is more benefitial for a courier service, independent contractors, or employees?

Independent contractors seem to help courier services to cut cost but yet, I feel like there is a huge risk in compromising customer service. I can't tell them how to do something. I can only tell them what the end result should be. No set schedule, no uniform code! My company's 1yr. anniversary was the 1st of April. I use IC's to help cut cost for initial start-up, but I really want to switch them to employees because I want more control to provide quality customer service. Maybe I am missing something! Can you help me please. Thanks!
