Medical Billing Contract

I am a one person billing service and I sign a contract with a Medical doctor. At the begining of the contract I sign him up with all insurances and sign him up to sent electronic billing but his highly income came from attending to care for inmates billing the state for his services. He soon learned from me on how to bill and purchse his own software to do only the inmates billing becasue he refuse to do the regular type of medical billing samples Medicare and Meicaid. He wanted me to continue with them and he promised that he would paid me for any previous medical claims I had sent to the State. It has been six month since I gotten a check and he claims he has not received any checks from them. I found recently that he has all along being receiving checks from the State for my past work but keeps refusing of receiving any monies from them. What is my right? Should I confront him? If he refuses to pay what is my next step? since I do not have very much money to fight him.
