Open a C-store in my association?

I am living in an association with 1000 plus homes. I have permission to open a c-store pending approval from the board. There are 3000 people living in the developement. The closest store is 9 miles away. Would it be safe to say that 200 to 500 customers would visit my store in a day? Im also looking into a break even time frame. I haven't started a business plan as of yet. Any recomendations on where to go for that, or would it be better to do it myself?
