Real estate questions

My parents own land which once had a drive-in on it. A another person claims that he gave my dad 5K as an investment to get in on the business which is true. The business failed and after 40yrs this person is looking for his 5k back. Or in otherwords directed my parents to sell the land so that he could get something out of it he claimed he is a partner by buyingout two other people. NO one is saying this did not happen. But if said person never paid taxed on land what is owe to him? Does he have a claim to the property if his name is not on the deed and never paid taxes on property?
