RTD overstepping there bounds?

I saw this article in the newspaper today about how RTD (the local denver bus transit company) is going to buy up land it needs for its rail system.

http://www.rockymountainnews.com/news/2007/dec/03/rtd-raises-hackles/

That is not overstepping its bounds, since it needs the space for the rail lines and parking lots and parking garages.

What may be overstepping its eminent domain acquisitions is buying up all this land, and then not only using it for parking, but multi use office/housing and large apartment structures in the name of economic redevelopment.

This one guy in the article is complaining that RTD wants to build a large office on the site of his business that has been there for 23 years.

What do you think of this? Is RTD in the right or wrong on this?

That's a hard one. On one hand you have a family-owned business who has every right to want to stay there, but on the other hand, so many improvements would be crippled if there was no eminent domain.

By relocating a few business you can save traffic congestion, pollution, and even lives.

I think that RTD is overstepping their bounds to on this.

You have to wonder, if they would be making any money, either over the table or under the table, on building this multi use buildings for office and housing. And the fair market value is far less then if the current land owners build these buildings themselves.

It isn't right, hopefully RTD sees that, before they end up in court.
