Starting a website as charity

We would like to start a charity for people that have had a car accident to help them. The car would have to be a total loss. We would like to have people on a list then have them pay 5 dollars everytime someone loss their car in an accident. We would also have to have 5 dollar fee from them to be put on the list to help maintain the website and cost of verifing the claim. What would we have to do to make it legal so we would not get in trouble with the law? This is just a general outline of what we would do.

I don't think it would be illegal or anything. But to be tax exempt you would have to file and get your group set up as a 501 (c) 3.

The best thing to do is go for it. build it and try and run it and see how it goes. if it works, you could file for the 501 c3 application later.
