What should be in a company cell phone policy

The company wants to limit the use of company cell phones to just business. Traveling salesmen may call their home as long as they are away overnight. Employees may call for personal use as long as its to a cell phone with our same carrier. How shold I write this policy?

Basically, any personal use of the phone where a fee is charged is there responsibility. Personal use during overnights must be submitted as part there expenses. Good Luck!
