When is an employee on the clock?

When employees need to change into a uniform or prepare before there shift starts, does the employee have to get paid for that time. i.e lifeguards shift starts @ 7 am in the pool, do they get time paid to change into bathing suits so they are on the pool deck @ 7. Or does an employer only have to pay them from shift start time. Any reference material would be great thanks!
