Can a homeowner get a permit to replace a meter box with out a cerified electricion?

My meter box fry got on fire. So the electric company said I had to replace and re wire the meter.Before he can turn the lights back on I have to hire a certified electrition to replace my meter box.I was told I could get a homeowners permit and do it my self.If so, then how?

Oh my, don't do that! My neighbors did that and their meter box caught fire and shot sparks into the side of MY house, a month after they fixed it!
Ask the electric company to send out one of their electricians to make the repair.
DO NOT let anyone else do it, and that means you! The results could be fatal.
Better to be safe than sorry!
