Can cinder block houses 47 years old be raised in beach areas foundation in a mix of sand and peat?

I own a cinder block house at the Jersey Shore we would like to raise it one story onto pilings ? its is 47 years old, is that dable wise, expensive?

I'm not sure the cinder block would stand the stress of being raised without destroying it ===what about just adding a second floor that would at least increase the value of the house and a better use of the funds ===you can always make bottom half a play room and garage
