Cinder block repair

I have an exterior cinder block chimney.
At the base of the chimney, the first cinder block is chipping and if I can use the expression decaying on only one side.The other two visable sides look fine.
Is there any way of recementing it or fixing it.

A good mason can extract the offending blocks and replace them ==it may requie removing a couple of the surounding blocks also [ i do not reccommend this for a novice ]
