Condo Building Code for sound insulation?

We purchased a "luxury" condominium, which was sold as being soundproof. "You will never hear your neighbors." We had an independent Acoustical Consutant test various areas. The LR/DR tiled area was tested using the ASTM E336-05 and FIIC testing in accordance with ASTM E1007-04 (2). The ASTC value was 66, and the FIIC value was 48. The MBR ASTC value was 63 and the FIIC value was 74. Do these tested values fall above a luxury condo minimum requirement?
