Disconnect all loads(devices) from circuit outlets, tur breaker off completely,then try to reset.

If you cannot reset your breaker, it can be one of the following:

1. AFCI breakers are designed to prevent fires. If there is a hazard along the circuit posing a fire hazard, this could be a reason why it cannot reset. Take care of the threat and you will be able to reset your breaker. Water damage or water that gets inside this breaker will also keep it from resetting. Some of these breakers bring a reset button that you need to press before being able to flip it back on.

2. GFCI breakers are designed to prevent electrical shock. If your breaker is one of these, you need to take care of the problem before the breaker can be reset. Sometimes, water that gets to a fixture, a receptacle, a switch or the breaker itselt will keep your breaker from resetting.

3. A regular breaker will not reset if there is a ground fault or short circuit anywhere along the circuit controlled by this breaker. Locate and fix the problem to be able to reset this breaker.

4. To reset most breakers, first flip the switch to the off position, then back to the on position. This should bring back power to the circuit. Some breakers, once they quit working won't be able to reset. If you are knowledgeable and/or experienced working with electricity, you can buy a suitable replacement and install it. Otherwise, your best bet will be to get an electrician to do it for you.
