Solved the problem, it was my error. When I put on the new tank, I did not screw the connector on completely, I thought it was ok but there is a valve in the connector that does not open until you COMPLETELY thread the connector and turn it as far as you can.
I disconnected the cylinder, reconnected it and this time turned the connector completely as far as it would thread and it worked fine.
