Are there new laws in Kentucky making child support a civil action?

Like if the absent parent gets behind instead of going to jail for arrears going to civil court?

No there is no law in Kentucky making child support a civil action. What you need to do if your ex is not paying his child support if to file a motion against him for contempt of court for not paying his child support. The court can do several things,they can take his drivers licence,he can sit in jail awhile,you can have his wages garnished and you can ffile with IRS for any tax refunds he may have coming every year until all child support is paid off in back errors.
