Can both parents claim same 2 children in the same year?

Can an unmarried father claim his 2 oldest daughters if he hasnt paid child support in past 6 months? Friend of the Court in Kent County, Michigan says he can claim either one of them, evidently unaware of his emotional and physical detachment from them.
The mother of the children, never married to the father, was advised to claim "abandonment" because he never visits his daughters, never calls.
They do have joint custody, which the mother hopes to cancel.

only one parent can claim them

and the person claiming them has to have them living with them for 50% of the year, and be financially responsible for them.

in 50/50 joint custody cases, the parents usually alternate years on who gets to use the deductions

If the mother has primary custody of the children she can claim the children on her incom taxes,unless the court has already stipulated that the father can in the custody orders. I am guessing that sinse there is know marriage then the court would not stipulate that. Both parents cannot claim the children and if both parents did claim them the law is that the parent that has the kids residing with them the last six months of the year has the legal right to claim them. That is when there was a marriage,in this case I believe the mother has the legal right. You can always consult with an attorney for your legal rights.
