Child support & health insurance

My daughter's dad only pays child support when the state garnishes his wages. The D.A takes 72 days after he starts his new job to establish a garnishment of wages. Every time I just start to receive child support, he looses his job and then I stop receiving support. I work and go to school and support for my daughter 100% and he just gets away with not paying ANYTHING AT ALL! Can't the government go into his bank account and take money that he owes? Or what about his tax returns? I never received any 'extra' money that I would think is owed to my daughter from his back pay. Also, he is supposed to provide medical for her and she's been extremely sick for the past couple weeks to the point I think she is starting to lose her hearing. I've taken her to the emergency a couple times and now have about $2000 in medical bills! He doesn't do ANYTHING to try and get her covered, and when I tried getting it for her, they say that I make too much money! I'm a waitress and student! I definitely don't make very good money. But the state is doing absolutely nothing to collect any kind of child support, or arrears which are $5000.. How do I go about having the D.A. get some kind of support from her dad? I'm really struggling right now and am in desperate need of some help and answers!

What state do you reside in, I will tell you how your state can enforce the non-custodial parent to pay his child support. Thanks!
