Yes it is true that in some states you can get proscurated for back child support erreass. Obama has not passed any laws on stoppimg jail time for the non-custodial parent that does not pay thierchild support. depending on your state laws the non-custodial parent can be arrested for back child support.

Laws are passed by Congress and your local state legislature. And no, your state legislature is not going to pass a law that exempts deadbeat parents (men OR women) from jail time for failure to pay child support. I doubt such a law would be very popular outside of the deadbeat parent community.
