Currently applying for disability. Can a PRN letter be used to show inability to work to pay child support? PCP unavailable

I work for a mental health corporation. One of my consumers in the process of applying for disability. He is also in the middle of a child support case. The provider my consumer sees in our office is a PRN. We do not have an MD in the office. The provider wrote a letter stating the consumer's inability to work. The lawyer stated he would need a letter from an MD. Is there a law stating that it has to be a letter from an MD? We're looking for some sort of documentation stating that the original letter is valid. However, we are looking for a federal law also. My consumer is in TN but the custody case is with another state.
