Custodial parent being deployed does non custodial get the children?

My ex husband and i have joint legal custody of our children with him being the custodial parent and me having regular visitation. he is being deployed with the navy for 9 months and he wants his wife to continue to care for my children. he is trying to give her either power of attorney or temp. guardianship (i don't know which one, i'll find out in court next week), do i have to allow him to do this? what rights does the step mother have if i don't want my children residing with her when he is gone? my ex wants his wife to have complete say over my children and their medical and school issues etc.,and i don't want her to be able to make any major decisions regarding my children. what should i expect in court next week (we are going into mediation)? does the step mother have any rights concerning my children? by the way i am located in massachusetts

I would say, that it depends on why you don't have custody of your children in the first place! If they gave custody to your ex, there must have been a reason and they will still look into that reason! If there was drug abuse, child abuse, problems in your life (I am just giving examples) they will be sure that you are clean before they would give you temp. custody while your ex is gone. If the step-mother can give the children a stable home that they are used to, they may let them stay with her. It may depend a lot on what happened the first time around with custody!
