Custody of children when mother wants to return to her home country after having children in the states

The relationship didn't work. The mom isn't happy in the states wants to take kids back to the UK. The dad wants the kids with him here. The kids were born here and are US citizens as well as the dad. The mom already has the kids living with her in the states, is a free lancer and claims she just isn't happy here and can't afford to raise the kids here and if she goes back home she will have a family network to help out while she works on her career. The dad believes the children are better off here in the states where they were born and has a strong family network as well. The dad also has a secure and flexible job and can well afford to raise the children on his own. The question I would like to have answered is what right does a foreign woman have to come to the states - get pregnant X 2, decide she doesn' want to be here any more and just pick up and remove these children from their father. Of course she has offered that she can always arrange for herself to bring the children on occasion for a visit as well as the dad is welcomed to visit them in the UK. Of course that would be a very costly proposition on the dad who always had intentions of raising these children on American soil.

The kids need to be raised by both parents, whether they are married or not. Get an injunction preventing her from moving.
