Decisions during non-custodial parent visitation

The father of my three children has been making bad decisions during his visitation times. I received sole, legal and physical, custody of the children and we agreed on visitation. Most recently, he allowed a third party to take two of the chilren on a day trip with out him being present. They did not leave the state, Illinois, but went several hours away in very poor weather conditions. I was not told until after they returned. I know that when he has them for visitation that he has decision making rights over their eveyday lives such as who they are allowed to plat with and how much phone/internet usage is allowed, etc. But do I have any rights concerning their physical location and safety? If I have know, I would not have allowed them to go on that particular day with those weather conditions.
