Do Aunts and Uncles have visitation rights?

My sister has recently passed away and now my brother-in-law is being difficult regarding time spent with the children ages 10 and 15. Do aunts and uncles have visitation rights in these cases?

Sorry but no they don't , not even grandparents have visitation rights its up to the parent who has visitation rights
