Do I have to give a grandparent rights to see my children?

I have a mother in-law and she has not been a very good mother much less a very good grandparent. She has nothing to do with my children right now. Since her and her son (my husband) have recently gotten into a fight she now wants grandparents rights. Never before has she even taken intrest in my children. She cant even take care of herself (hygiene wise) or feed herself much less my children do I have any rights as their parent? Do I have to let her have rights to my kids? The only reason she wants these rights is to more less piss us off! Please help me figure out what I need to do and if I have to give her these rights.
