Well it all depends on if you are married. separated, or if the fathers name is on the child(ren)s birth certificate. You would need the consent of the father to allow your sisiter to have guardianship, and because you are talking about sending them to UK, they would need a passport. and the father would need to consent allowing you to get a passport.
